Swiss-Chinese Law Association Visits Hainan International Arbitration Court

On September 28, 2021, the Swiss-Chinese Law Association representatives visited the Hainan International Arbitration Court (HIAC). The meeting was attended by Wang Xuelin, Deputy Director of the Hainan Provincial Department of Justice and Chairman of the Board of Directors of the Hainan International Arbitration Court (HIAC), Lin Ningbo, Vice President of HIAC, Ni Wei, Director of the Development Department of HIAC, Liu Juan, Deputy Director of the International Commercial Center of HIAI, Zhao Dandan, Deputy Director of the Development Department of HIAC, and Li Lianjie, Secretary of the International Commercial Mediation Center of HIAC. In addition, representatives of the Swiss-Chinese Law Association included: Xiao Wanhua, Shanghai representative of the Swiss-Chinese Law Association, and Zhang Tianze, director of the Association.

He pointed out that the rule of law is the best business environment. HIAC is the standard for constructing the rule of law, internationalization, and facilitation of business environment in Hainan Free Trade Port. After the restructuring of HIAC, it has realized the internationalization of the decision-making body, arbitration team, arbitration rules, and governance mechanism, and vigorously promoted the dual regulation mechanism of “mediation + arbitration.”

Mr. Lin Ningbo, Vice President of HIAC, expressed his warm welcome to the Swiss-Chinese Law Association (SCLA) representatives, noting that SCLA has made outstanding contributions to strengthening the exchange between domestic and foreign legal colleagues. The Geneva International Dispute Resolution Center (GIDRC), founded by SCLA, is positively significant in promoting cross-cultural understanding and exchange between different countries. In addition, Lin Ningbo introduced the basic situation of the Hainan International Arbitration Court and the unique advantages of the arbitration system. He pointed out that “litigation, arbitration, and mediation” are the three horsemen of dispute resolution. In the midst of the epidemic, HAI has promoted the establishment of the Internet Service Arbitration Center, giving full play to arbitration as a non-territorial dispute resolution method, which is in line with cross-regional and globalization.

Xiao Wanhua, a representative of the Swiss-Chinese Law Association, expressed his gratitude for the hospitality of the Hainan International Arbitration Court, and as a founding member of the Swiss-Chinese Law Association and an arbitrator of the Hainan International Arbitration Court, expressed his expectation that the cooperation between the two sides could be promoted. He pointed out that the Swiss-Chinese Law Association, a legal professional organization founded in 2019, has developed rapidly in recent years, reflecting the general trend of internationalization; at the same time, the Swiss-Chinese Law Association will actively promote the Hainan International Arbitration Court in the future, in the international dimension. Mr. Zhang Tianze, Director of the Swiss-Chinese Law Association, gave a presentation on the status of the Swiss-Chinese Law Association and expressed his expectation to actively promote future cooperation. In addition, both parties fully communicated on the advanced nature of the Hainan International Arbitration Court rules, the future framework of cooperation, and the content of the memorandum of cooperation, and intended to establish a formal cooperation relationship shortly (end).
